The Department of State (DOS) has the primary responsibility for initiating and coordinating foreign humanitarian assistance. The US Agency for International Development (USAID) Office of Disaster Assistance (OFDA) is the lead federal agency that administers and directs foreign disaster relief, with DoD assets. The DoD is in a supporting role to OFDA during disaster response. The briefing will review four HA/DR events Burma, Indonesia, Pakistan, and Japan. This brief will provide recommendation along five areas that can enhance DoD’s proficiency in HA/DR operations: improving DoD’s efficiency as an HA/DR provider, enhancing interagency coordination, improving coordination with affected countries, working more effectively with UN and NGOs, and aligning security cooperation activities and regional
HA/DR capabilities.
